Posts, Vacancies and Pay Scales

The recruitment covers three distinct position categories with a total of 13 vacancies distributed as follows:

1. Junior Stenographer (Group B - Non-Gazetted): 03 posts in Pay Level-6 (Rs. 35,400 - 1,12,400/-) in the Pay Matrix. Junior Stenographers are responsible for taking dictation in shorthand, typing correspondence, maintaining files, handling confidential documents, assisting senior officers in secretarial work, and managing day-to-day office administration. The position requires proficiency in both English and Hindi shorthand and typing, along with good communication and organizational skills.

2. Junior Secretariat Assistant (Group C): 05 posts in Pay Level-3 (Rs. 21,700 - 69,100/-) in the Pay Matrix. Junior Secretariat Assistants perform a variety of clerical and administrative functions including maintaining records, filing, data entry, assisting in preparation of reports and documents, handling correspondence, providing support to various departments, and performing other general administrative duties as assigned. This role serves as the backbone of administrative operations in any research institution.

3. Multi-Tasking Staff (MTS) (Group C): 05 posts in Pay Level-1 (Rs. 18,000 - 56,900/-) in the Pay Matrix. Multi-Tasking Staff are engaged in various support functions including housekeeping, maintenance of cleanliness, assisting in laboratories, dispatch and delivery of dak (mail), photocopying, basic gardening work, assisting in office maintenance, and other multi-purpose tasks that support the overall functioning of the institute.

All positions carry additional benefits including Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (TA), and other allowances as applicable to Central Government employees as per 7th Pay Commission recommendations. Selected candidates will also be eligible for benefits like medical facilities, leave travel concession, pension benefits under National Pension System (NPS), and other welfare measures provided by CSIR.

Detailed Eligibility Criteria

For Junior Stenographer: Educational Qualification - 10+2 (12th Standard) or its equivalent examination from a recognized Board. Skill Requirements - Skill Test Qualifying Standards include minimum speed of 80 words per minute (w.p.m.) in English Stenography OR 65 words per minute in Hindi Stenography. Candidates must also demonstrate typing proficiency with minimum speed of 40 w.p.m. in English Typing on computer OR 35 w.p.m. in Hindi Typing on computer. Desirable qualifications include diploma or certificate course in Office Management, Secretarial Practice, or Computer Applications. Candidates should have good command over English and Hindi languages, familiarity with MS Office applications, and ability to maintain confidentiality.

For Junior Secretariat Assistant: Educational Qualification - 10+2 (12th Standard) or equivalent from a recognized Board. Skill Requirements - Must possess minimum typing speed of 35 words per minute in English OR 30 words per minute in Hindi on computer. Candidates should have basic computer knowledge including MS Office (Word, Excel, PowerPoint), email handling, and internet operations. Desirable qualifications include Basic Computer Course Certificate from recognized institute, experience in government/PSU office work, and knowledge of office procedures and file management systems.

For Multi-Tasking Staff (MTS): Educational Qualification - Matriculation (10th Standard) or equivalent examination from a recognized Board. Physical Fitness - Candidates must be physically fit and capable of performing multi-tasking duties which may involve physical work including lifting, carrying, cleaning, and moving items. Medical fitness certificate will be required at the time of joining. Desirable qualifications include experience in housekeeping, maintenance work, or support services in government/PSU/research organizations.

Important Conditions Applicable to All Posts: Candidates possessing higher educational qualifications than the prescribed minimum are also eligible to apply. However, they will not be entitled to any special consideration on account of higher qualifications. The educational qualifications must be from institutions recognized by UGC/AICTE/statutory bodies. Candidates appearing for their qualifying examination can also apply provisionally, but they must possess the required qualification by the time of document verification, failing which their candidature will be cancelled.

Age Limit and Relaxation

The age limits as on the closing date of online application submission (02nd March 2026) are as follows:

Junior Stenographer and Junior Secretariat Assistant: Minimum age - 18 years, Maximum age - 28 years (for General/EWS/OBC candidates)

Multi-Tasking Staff: Minimum age - 18 years, Maximum age - 25 years (for General/EWS candidates)

Age Relaxation: Upper age limit is relaxable as per Government of India instructions: SC/ST candidates - 5 years, OBC (Non-Creamy Layer) candidates - 3 years, Persons with Benchmark Disabilities (PwBD) - 10 years (General), 13 years (OBC), 15 years (SC/ST), Ex-Servicemen - As per Govt rules (length of service + 3 years with maximum up to 50 years), CSIR Employees - 5 years (SC/ST), 3 years (OBC), 5 years (General/EWS) subject to continuous service of 3 years. Age relaxation for multiple categories is cumulative subject to maximum age not exceeding 50 years except for SC/ST where no upper age limit applies in case of relaxation.

Reservation Policy

The recruitment follows the reservation policy as per Government of India guidelines for Central Government appointments. The category-wise distribution of 13 posts is: UR (Unreserved): 06 posts, OBC (Other Backward Classes - Non-Creamy Layer): 04 posts, SC (Scheduled Castes): 02 posts, ST (Scheduled Tribes): 01 post. Horizontal reservation of 4% is applicable for Persons with Benchmark Disabilities (PwBD) and 10% for Economically Weaker Sections (EWS) as per rules. Candidates claiming benefits under reserved categories must possess valid certificates issued by competent authorities in the prescribed format. OBC candidates must ensure they belong to the Central List of OBCs and possess Non-Creamy Layer certificate valid as on the closing date of application. EWS candidates must possess income and asset certificate as per Government norms.

Application Fee

The application fee structure is as follows: General, OBC, and EWS category candidates - Rs. 100/- (Rupees One Hundred only), SC, ST, PwBD, Women candidates, and Ex-Servicemen - EXEMPTED from payment of application fee. The fee must be paid online through available payment modes including Debit Card, Credit Card, Net Banking, or UPI during the online application process. The transaction charges, if any, will be borne by the candidate. Fee once paid will not be refunded under any circumstances, nor can it be held in reserve for any future recruitment. Candidates are advised to keep the payment receipt/transaction details for future reference.

Selection Process

Selection for all positions will be conducted through a multi-stage process designed to assess candidates' suitability comprehensively:

Stage 1 - Screening of Applications: All applications received will be screened for eligibility criteria. Only candidates meeting the prescribed qualifications, age limit, and other requirements will be shortlisted for further stages.

Stage 2 - Skill Test (for Junior Stenographer and Junior Secretariat Assistant): Shortlisted candidates for these posts will be called for a skill test to demonstrate their stenography and typing proficiency as per prescribed standards. The skill test will be qualifying in nature, and only candidates qualifying the skill test will be eligible for the written examination.

Stage 3 - Written Examination: A written examination will be conducted to assess candidates' knowledge in relevant subjects including General Intelligence & Reasoning, General Awareness, Numerical Aptitude, and English/Hindi Language comprehension. The syllabus and exam pattern will be communicated to shortlisted candidates.

Stage 4 - Personal Interview/Document Verification: Candidates qualifying in the written examination will be called for document verification and/or personal interview where their suitability, communication skills, and overall personality will be assessed.

Final Merit List: The final selection will be based on combined performance in all stages, subject to medical fitness and character verification. The merit list will be prepared separately for each category, and appointments will be offered based on merit and availability of vacancies.
